Project Overview

Blackbird Park is a transformative new social housing development located on a 2.03- hectare site in Cabra, Dublin. Delivered in partnership with Focus Housing Association, Dublin City Council, and the Department of Housing, this flagship scheme includes the construction of 95 A2-rated homes, comprising 60 duplex units and 35 apartments across five architecturally designed three-story blocks.

The development will provide a diverse mix of 1, 2, 3 and 4-bedroom homes, alongside two community rooms, extensive landscaped open space, and children’s play areas— totalling over 7,300 square meters of community-focused green space. With a total gross internal floor area of approximately 8,697 square meters, this is the largest scheme undertaken to date by Focus Housing.

Position Details

  • Minimum experience required: 5 years

Role and Responsibilities

  • Lead and manage all commercial aspects of the project, providing guidance and support to intermediate and junior QS team members.
  • Work closely with the Commercial Manager to develop and implement commercial strategies aligned with project objectives.
  • Take ownership of project cashflow forecasting, monitoring, and reporting, ensuring accuracy and proactive management.
  • Oversee cost monitoring, forecasting, and reporting using construction management software, ensuring timely and accurate financial data.
  • Review and assess tender enquiries, including detailed analysis of tender returns and recommendations for award.
  • Lead procurement activities, including preparation of subcontract packages, negotiation, and appointment of subcontractors and specialist suppliers.
  • Certify and process monthly/fortnightly subcontractor and supplier payments in line with contractual obligations.
  • Identify, evaluate, and manage project variations, maintaining an accurate and up-to-date variation log and ensuring recovery of all entitlements.
  • Provide strategic input into pre-contract cost planning, budgeting, and value engineering exercises.
  • Attend and lead commercial meetings with clients, subcontractors, and design teams, representing the company professionally.
  • Ensure compliance with contractual requirements, company procedures, and industry best practices.

  • Minimum 5 years’ experience in a similar role within the construction industry.
  • Relevant qualification in Quantity Surveying or equivalent discipline.
  • Enthusiastic and motivated individual with a proactive approach to work.
  • Strong written and verbal communication skills.
  • Self-motivated, with strong initiative and keen attention to detail.
  • Ability to work effectively within a team and foster positive working relationships.
